Matt Tabak has released an article on DailyMTG site covering the new changes to the Infraction Policy Guide, or IPG.

To summarize, the rules stay essentially the same but there are two slight alterations. The first being an attempt eliminate some of the more awkward situations, like Exalted triggers, Pyreheart Wolf's attack trigger and Jace, Architect of Thought's +1 ability, which is a delayed trigger. Now the wording for that section has been updated to be friendlier to players using those abilities. This is an official rule for Competitive Magic events.

In addition, it is now each players' responsibility to remember all of their own triggered abilities across all Rules Enforcement Levels (REL). This has been in place for months for Competitive REL events like Pro Tours and Grand Prix, but is new for non-Competitive REL events. However, at lower RELs the punishment for missing a trigger will not be harsh, as events like FNM, prerelease, and release events (which are Regular REL events) are designed more for mutual enjoyment and not cutthroat competition.
